In 1965 he moved to Dubuque, Iowa where he was Director of Urban Renewal and later became Assistant City Manager. (2) His hiring in 1965 was partly based on his experience with two downtown renewal programs in Toledo. One of the programs had cost $17 million and covered 88 acres. The second had covered 12.5 acres. Survey and planning work was to begin after his arrival.
