He served on the city Planning and Zoning Commission for thirty years including serving as chairman for several years. He was the director of the committee that drew the original precincts in Dubuque.		Waller served as chairman of the Traffic Committee of the National Door Manufacturer's Association for several years and was one of only three non-attorneys in the country licensed to practice before the Interstate Commerce Commission. He served on the city Planning and Zoning Commission for thirty years including serving as chairman for several years. He was the director of the committee that drew the original precincts in Dubuque.
