A the annual Diocesan conferences where visions of the Scouting movement were shared, both men participated in the discussions and presented topics. Contributions made by Rev. Theobald were distributed as references and used as discussion topics at the conferences. He wrote a paper, "National Scout Sunday," which was published in the proceedings of the 5th Annual Conference of Archdiocesan Scout Chaplains.

			Theobald pioneered Boy Scout camp retreats, an idea that received national acceptance, and wrote a paper entitled "Retreat Manual for Boy Scouts." 	In 1917 Theobald became interested in Boy Scout work and remained a leader in the movement until 1944. He served as a Scoutmaster in Troop 2, St. Raphael's Cathedral, during 1917 and 1918. In January, 1931 he was elected a member of the leadership training committee and in January, 1933 as chairman of that committee. Theobald pioneered Boy Scout camp retreats, an idea that has received national acceptance. In 1933 he received the Silver Beaver award for his outstanding contributions. Theobald chaplain and spiritual director of the Catholic Boy Scouts of the [[ARCHDIOCESE OF DUBUQUE]]. In 1933 Rev. Theobald received the Silver Beaver award for his outstanding contributions.
