Teacher in-service can be considered the formal preparation of a teacher in a college or university as well as the on-going programs available to keep teachers up-to-date with current practices and theories. At one time, the teacher in the Iowa classroom, especially in rural schools, may have been simply the person who 'finished the books first' and wanted to teach.
