			Dubuque County's operating deficit was projected to grow by $500,000 after the supervisors' decision (2-1) in February, 2025 to end a lease with the long-term care facility. Operations would be handed over to the trustees of Sunnycrest on July 1, 2026. The thought behind the vote was that in the long-run, the decision would help Sunnycrest rely on its own financial strength and remove an extra layer of governmental oversight.

			The county, however, would still have a role in the facility and providing a financial "safety net" for it. Due to state-imposed limitations, the county is experiencing a financial deficit. The state's limits on the county's ability to collect more tax resulted in the operating expenses exceeding tax revenue and general operating revenues. In the case of Sunnycrest, the idea was to shift the facility's operational transition from July 1, 2026 to July 1, 2027. Sunnycrest officials planned to replace the county levy support with a levy by its trustees. (20)
