	SUBSTANCE ABUSE SERVICES CENTER. Founded in 1975, the Substance Abuse Services Center provided quality counseling, education and support services to address alcohol, drug, and gambling concerns and addictions while promoting physical and mental wellness. The agency served Dubuque, Delaware, Jackson, Jones, Clayton, Fayette, Howard, Allamakee, Winneshiek, and Linn counties. (1) The not-for-profit agency ~~focuses~~ on substance abuse treatment with a particular emphasis on heroin and other opioids.
