	STUDENT FINGERPRINTING. Prompted by two high profile cases of kidnapping in Des Moines, the [[DUBUQUE EDUCATION ASSOCIATION]] in cooperation with the [[DUBUQUE POLICE DEPARTMENT]] and the [[DUBUQUE COMMUNITY SCHOOL DISTRICT]] initiated a program of voluntary fingerprinting of students.
