			The city made efforts to make this more affordable. The grant, which lowered the cost of the project by over half from the initial $330,000, originated from the US Department of Transportation's "Safe Routes to School" project. [[EISENHOWER ELEMENTARY SCHOOL]] was located in the middle of this section of road. The city also gave affected land-owners the option of paying back all at once or over 3 years with 3% interest. In addition, the city offered financial aid for those who needed it.

			The project was still not fully approved. It would be the subject of public comment and then a vote at Dubuque's December 6th city council meeting. (40)
