Rejecting the possibility of demolition of the building during the time of [[URBAN RENEWAL]], he announced plans to improve office space on the sixth to ninth floors, convert space on the fourth and fifth floors to offices, and leave the basement through third floors for department store space. Sheppley was very active in [[FIRST CONGREGATIONAL UNITED CHURCH OF CHRIST]]. He chaired the second capital campaign that raised funds to construct a three-story educational wing for the church. He also served as the church's treasurer. In the community, Sheppley was involved in the organization of the Dubuque Area Development Association responsible for the renovation of the [[ORPHEUM]], constructing [[FIVE FLAGS CIVIC CENTER]], and the building of [[ECUMENICAL TOWER]] and the hotel across from Five Flags. He was a member of the Dubuque Downtown Association, and the [[DUBUQUE AREA CHAMBER OF COMMERCE]].

Recognition of Sheppley's contributions to the community included the Al Dupont Award for outstanding community service, [[DUBUQUE BOYS' CLUB]] Bronze Keystone Award for fifteen years of devoted service, Silver Beaver Award from the Boy Scouts of America and recognition from the [[UNIVERSITY OF DUBUQUE]] for his unselfish service. At the time of his death, he was attempting to organize a railroad museum in the city.

After receiving his Masters in Divinity from the Bangor Theological Seminary, Sheppley was pastor at the Sherrill United Church of Christ in Sherrill, Iowa. He also assisted in preaching at the [[IMMANUEL CONGREGATIONAL UNITED CHURCH OF CHRIST]] in Dubuque and First Congregational United Church of Christ in Dubuque.
