PURCHASE OF SERVICES GRANT COMPETITION. Advancing the city's priorities, in February and April, 2021 was accomplished by the City of Dubuque through awarding grants to nonprofit organizations funded by the Community Development Block grant and general city funds. Organizations to receive funding were recommended by the Dubuque Community Development Advisory Commission. In each of the two months, $100,000 was awarded with the majority of the awards going to local programs assisting residents seeking housing or shelter.

Among those receiving funding in April was the Four Oaks Family and Children's Services. This agency received $20,496 to provide residents with financial management an budgeting assistance, linking clients to food banks, medical and educational support, and transportation assistance. The Dubuque Community YMCA/YWCA received $15,824 for its domestic violence shelter. Funds were used to improve the shelter including insulating windows and replacing lighting. Opening Doors received $25,000 for permanent supportive housing work; Almost Home was awarded $15,680 for homeless shelter services, and Convivium Urban Farmstead received $23,000 for its Community Casserole program which produced and distributed free, healthy vegetable, grain and protein-based casseroles to local residents in need.
