In 1998-99, Dubuque was the largest city in Iowa without a community foundation. Performing legal work &amp;#039;&amp;#039;gratis&amp;#039;&amp;#039;, O&amp;#039;Connor helped select and convince community leaders to serve on the board of directors and solicited funds that allowed the foundation to operate. One of the founding Directors of the Community Foundation of Greater Dubuque, O&amp;#039;Connor served as chair for five years and in 2014 served as Vice Chair of the Foundation. He helped facilitate the merger of the Boys and Girls Clubs in 1998 and then served on the Board of Directors for the Boys &amp;amp; Girls Club of Greater Dubuque since 1982 and is a past president. O&amp;#039;Connor has served on fundraising campaigns for [[CLARKE UNIVERSITY]], Wahlert High School, United Way, and Stonehill Franciscan Services. (3)&lt;br /&gt;
