He earned his M.Div. degree and then studied for a year at New College of the University of Edinburgh (Scotland). ~~In 1968 he was ordained~~ as ~~a United Presbyterian minister and served as associate pastor~~ of the ~~First Presbyterian Church~~ in ~~DeKalb, Illinois~~. He earned his M.Div. degree and then studied for a year at New College of the University of Edinburgh (Scotland). He returned to the [[UNIVERSITY OF DUBUQUE]] in 1948 to serve as the dean of students. He became assistant to the president in 1949. (1)

	In ~~1975 Manning received~~ a Ph.D. in ~~systematic theology from Aquinas Institute of Theology~~. He was ~~a member of~~ the ~~Ministerial Relations Committee~~ of the ~~Presbytery and also dean of the Young Pastors Seminar program sponsored by the Vocation Agency~~. Manning ~~was the University of Dubuque Theological Seminary representative~~ to ~~the Council of Theological Seminaries and served on the General Assembly task forces~~.		In 1950 he accepted a call to the First Presbyterian Church at Kirksville, Missouri. The church was the leading one in the Kirksville Presbytery which served northeastern Missouri. (2) He later held pastorates in Lost Nation, Iowa and Phoenix, Arizona. From 1965 until his death, he was an area counselor in Southern California for the Fifty Million Fund of the United Presbyterian Church. (3)
