In 1992 Jasper was appointed the city coordinator of Dyersville, Iowa following the retirement Gus Wilhelm.  Jasper worked previously in Chicago and Iowa City as a consulting engineer responsible for field inspection and project design.  Prior to accepting the Dyersville position, he had been employed in New Vienna by the Taylor Construction Company as a construction manager.&lt;br /&gt;

In accepting his position, Jasper indicated he intended to pursue funding for capital improvements including water quality and waster water treatment.  He also wanted to expand the tax base by commercial and private development.&lt;br /&gt;
