	Harney moved to Dubuque in 1939 and became the local manager of [[SEARS ROEBUCK AND COMPANY]]. He served twenty-four years on the Dubuque Airport Commission and was its chairman. Harney was a charter member of the University of South Dakota Heritage Club, the 330 Club of the [[DUBUQUE SHOOTING SOCIETY]], and served on the board of directors of the Dubuque Red Cross.
