	FAMILY RESOURCE CENTER SEXUAL ASSAULT ADVOCACY SERVICES. Started in 1991, the Center received funding through federal and state grants totaling an estimated $45,000 annually as well as private donations. In 1997 the future of the Center was in doubt. Funding from the Crime Victims' Assistance Program, part of the Iowa Attorney General's office, was in doubt because of "their statistics--that they (the Dubuque Center) was not reaching the sexual abuse victims in the community. For a community (the size of) Dubuque, we expected more services to be provided," according to the director of the Crime Victims Assistance Program.
