	DUBUQUE WEEKLY OBSERVER. First published on July 1, 1854, the Observer had as its editor Robert I. Thomas. It announced itself in the first issue as supporting political ideals of the Whigs and clearly explained its intention to closely observe those in or campaigning for office. The protection of persons and property and maintenance of order were the only legitimate aims of government.		DUBUQUE WEEKLY OBSERVER. The paper ended its introduction with the support of the Southern people to manage their own lives but conviction that slavery should not be spread.
