	DUBUQUE COMMUNITY GHG (GREENHOUSE GAS) INVENTORY. In early 2009 Jason Schatz and Theothorakis Giannakouros completed Dubuque's first GHG inventory. The inventory covered 2003 and 2007 emissions and fulfilled a commitment of Mayor [[BUOL, Roy\|Roy ~~BOUL~~]] in the U.S. Mayors' Climate Protection Agreement signed in 2005. In this agreement, Mayor Buol had agreed to "inventory global warming emissions in City operations and in the community, set reduction targets, and create an action plan." The results of the municipal government operations were presented to the city council on July 19, 2010. Although the municipal government emissions were found to make up less than 11% of the total emissions, no further plans were presented to address the community GHG emissions. The failure of national and international agreements to be made left local communities with the responsibility to take action. Locally this led to the formation of the [[DUBUQUE COMMUNITY GHG TASK FORCE]].
