	DUBUQUE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE. The DCDAC was formed by the Dubuque City Council on March 2, 1964, but its 32 members were not appointed for another six months. The Committee was given two major roles: a) review and evaluate material and studies by Victor Gruen Association and Larry Smith Company on long range development of the city and b) explain the development program to the citizens of Dubuque. The roles were only advisory and public relations carried out through reports to the council through the Dubuque Planning and Zoning Commission. The executive committee included Philip Kelly and [[SULLIVAN, Robert C.\|Robert C. SULLIVAN]], co-chairmen; [[CLARK, Max\|Max Clark]], [[CLARK, Hugh D.\|Hugh D. CLARK]], [[O'CONNOR, Francis J.\|Francis J. O'CONNOR]], Allen Stoltz and Rev. Clarence Raker.
