It successfully combined the fund drives for the [[DUBUQUE BOYS' CLUB]], [[YOUNG MEN'S CHRISTIAN ASSOCIATION (Y.M.C.A.)]], [[YOUNG WOMEN'S CHRISTIAN ASSOCIATION (Y.W.C.A.)]], Sunshine Circle, [[MOUNT PLEASANT HOME]], [[HILLCREST BABY FOLD]] Salvation Army and [[DUBUQUE VISITING NURSE ASSOCIATION]].		DUBUQUE COMMUNITY CHEST. "Community Chests"commonly referred to as community trusts, community foundations and united way organizations, were endowment funds pooled from a community for the purpose of charitable giving. The community chest movement began in Cleveland, Ohio, in 1914. Frederick H. Goff established the Cleveland Foundation in order to leverage the city's separate philanthropic assets into a single endowment dedicated to community improvement. The Cleveland Trust Company held the financial assets in trusts, but the Cleveland Foundation made the grant-making decisions. Over the next five years, the cities of Boston, Chicago, Minneapolis, Milwaukee and Buffalo, N.Y., established their own community chests. Other communities organized community chests using the community trust structure. (1) The number of Community Chest organizations increased from 39 to 353 between 1919 and 1929, and surpassed 1,000 by 1948. (2)
