			On July 7, 2024 the editorial board of the ''Telegraph Herald'' commented that the only thing mounting faster than the fines against Steve Emerson, the Cedar Rapids developer, was the frustration of local residents of the old brewery, city officials, and the citizens of Dubuque. After years of waiting for Emerson to make good on his idea of renovation, the city only has half a building still standing, a street closed over a year, and a huge pile of rubble. Although his intentions may have been sincere, the editorial board backed the city council in holding him responsible. At a time when city officials had approved several proposed housing projects seeking funding assistance through state tax credits, Steve Emerson had never filed an application. (69)
