3) extending the proposed freeway 520 eastward with a bridge across the [[MISSISSIPPI RIVER]] south of Dubuque and building the 562 highway through downtown Dubuque which would include another new bridge at [[CITY ISLAND]] and an expressway northward up the Couler Valley along U.S. 52.&lt;br /&gt;
