			The ferry business across the Mississippi River was very profitable. Ferry operators fought the idea of any bridge and they were joined by the owners of the [[RAILROAD BRIDGE]] who feared a wagon bridge would take much of their freight business.

			Construction of a [[PONTOON BRIDGE]] just south of the railroad bridge was initially fought by the War Department. Despite the objection, Congress authorized the construction of a pontoon bridge in 1878. Construction never began, but in 1886 the desire for a wagon bridge resulted in the creation of the [[DUBUQUE BRIDGE COMPANY]]. A group of Illinois business leaders, who had been pursuing the construction of a pontoon bridge on their own, ceased their activities.

			Changes in the design from a pontoon to a continuous span-type came after a meeting with Horace E. Horton. Horton had originally come to the city to construct the pontoon bridge. The first piling for the new bridge was driven on September 7, 1886. The [[HIGH BRIDGE]] opened on November 29, 1887. (5)
