Although the issue went beyond just data centers, noise pollution had been linked to sleep disturbance, cognitive disorders and cardiovascular disease. The use of "behind-the-meter" power--generating electric power separate from the local utility connected to the power grid using gas turbines would create sounds "essentially the same as a jet airliner taking off." Suggestions included requiring a facility to stay below a certain decibel level with penalties for exceeding the noise level. (16)

			On September 23, 2026 it was announced that the Dubuque City Council had approved a six-month moratorium on the construction of hyperscale data centers. The temporary ban would give the council until late March to draft new regulations on data center construction while still permitting small-scale data centers needed to support existing businesses.

			In early September City Attorney Crenna Brumwell had outlined restrictions on data centers. The adopted ordinance further narrowed the number of allowed computer servers to 5,000 while maintaining limits of 75 megawatts of electricity, 50 gallons of water per minute, and 100,000 square feet or 2.3 acres of floor space. Revisions made clear that the moratorium applied to any land that could be annexed into Dubuque and stated that larger data centers could not be divided across several parcels of land to fall under the allowable thresholds.
