Conlon received his early education at St. Columbkille Catholic School. He graduated from [[WAHLERT CATHOLIC HIGH SCHOOL]] and began his post-secondary education at Loras College. Without a major in mind, he traveled and then attended the United States International University in San Diego.

San Diego was where he met his wife, Christine. In 2023 they had been married for 52 years and raised three daughters, Sarah Conlon, Poppy Conlon and Roux Conlon Loar.

Conlon and his family moved back to Dubuque in the late 1970s. He took construction management courses at Clarke College and began working for the family company.
