			July--Dubuque was honored as Iowa's Community of Character by the Robert D. and Billie Ray Center at Drake University. The city was honored for its commitment to creating a more equitable, resilient, and sustainable city.

			August--Dubuque joined eleven other communities selected as Iowa Thriving Communities, a new program hosted by the Iowa Finance Authority and the Iowa Economic Development Authority. The program recognized Iowa cities using innovative solutions to enhance housing for residents of all income levels. The recognition allows chosen communities to have additional scoring points when applying for both federal housing tax credits and workforce housing tax credits. The tax credit programs provide funding for multi-family or single-family houses or complexes.

	February--The national Insurance Services Office (ISO) upgraded the City of Dubuque’s fire suppression capabilities rating based on the city’s fire department, emergency communications, water supply, and community risk reduction. As a result, Dubuque received the second-highest rating possible, placing it among the top three percent in the nation. ISO conducted an evaluation of Dubuque’s fire protection service over the summer of 2015 and notified the City that Dubuque’s fire suppression rating has been upgraded from Class 3 to Class 2. 			Dubuque received the All-America City Award (AAC Award) for its civic engagement to help more young children from low-income families achieve grade-level reading proficiency and early school success. 			First Lady Laura Bush gave Dubuque this designation making it the first city in Iowa so honored. In addition to receiving national recognition, the city could use the Preserve America logo, the city was listed on a government Internet-based directory to showcase preservation and heritage efforts, and the city would be eligible for proposed Preserve America grants beginning in fiscal year 2005 if enacted by Congress.
