The post office, with 169 employees, served 1,468 post office boxes and six rural delivery routes. For the 1991 fiscal year, the Dubuque post office showed revenues of $28 million. This was an increase over the $24 million received in 1990 and the $7 million registered in 1980. Perhaps the most controversial action of the postal service occurred soon after Brown assumed his office. Beginning on August 6, 1991, Dubuque mail was sent to Cedar Rapids for processing. Cedar Rapids was one of five automated sites in Iowa chosen to serve the remaining 889 post offices.

In Dubuque, Brown took over an office serving 90,000 people.
