			In February, 2020 city council members indicated that while changes were made, a recently released city analysis indicated there still existed "significant impediments" to fair housing choice" for people of color and low-income residents. According to the report, nearly twenty-five percent of all renters in Dubuque spent half or more of their annual income on rent. Since August 1, 2018, the report continued, 104 city-issued housing vouchers had expired without the holder finding an apartment to lease. Council reaction was to suggest their willingness to re-assess whether a source-of-income protection ordinance might be needed. (34)

			In January, 2020 members of the Dubuque branch of the [[NATIONAL ASSOCIATION FOR THE ADVANCEMENT OF COLORED PEOPLE (N.A.A.C.P.)]] expressed frustration with city officials for lack of effort promoting affordable and fair housing. Specifically city officials were charged with failing to increase the number of housing providers that accept rent vouchers. Under the voucher program, renters paid no more than 40% of their monthly income for rent. The city covered the rest with Federal dollars. According to the city, there was funding for 1,600 people to be served by vouchers, but there was a lengthy waiting line. (31)

			Council members in 2017 had considered an ordinance that would have have it illegal to refuse to rent to someone only on the fact that they used public assistance to help cover the cost of housing. Reaction from landlords caused the council to rethink their position and to offer incentives to make it more appealing to participate. Members of the NAACP and landlords, however, claim not to have seen any progress on the plan including the distribution of literature to landlords and property managers explaining the program. (32)

Steeple Square board member and president?CEO of Heritage Works Duane Hagerty pointed to the fact that the Francis Apartments brought new life to an historic building, created construction jobs, added money into the local economy and provided quality, affordable housing for people in the Washington Neighborhood. 	The Guest House at Almost Home offered shelter for homeless men, mentoring, and guidance services. These were to allow the men to concentrate on their vocational, financial, and self-growth.
