WASHINGTON RELAYS. Athletic competition. In 1941, Henry BREGEMAN and Milo B. Harshbarger began the first track competition between junior high boys. The first year, six schools competed including Washington, Jefferson and Loras Academy. The track at DUBUQUE SENIOR HIGH SCHOOL was enlarged in 1948 to a quarter mile and out-of-state entries were accepted from cities including Cuba City, Prairie du Chien, and Platteville. By 1955 the competition, believed to be the largest event of its kind in Iowa, included every junior high in Iowa, Illinois, and Wisconsin within seventy-five miles of Dubuque.
