UNITED FUND OF DUBUQUE INC. The first United Fund campaign was started in Dubuque in 1955 following a poll of residents concerning their opinion of a united welfare campaign. C. W. Edmonds, chairman of the study committee set up by the Chamber of Commerce, reported his findings at a series of town meetings.

Articles of incorporation were drawn up in May, 1955 and Donald R. Bullard was named chairman of the new United Fund. A board of thirty-one members asked twelve welfare groups to join. By campaign time, the American Red Cross, the Community Chest with eleven agencies, and the Dubuque County Association for Mental Health and the United Fund of Iowa had joined. The Community Chest was dissolved by 1960 and its member agencies were given equal representation in the United Fund. In 1957 the Dubuque County Association for Mentally Retarded Children became the newest member.

In 1960 five new agencies joined the Fund including the CATHOLIC CHARITIES OF THE ARCHDIOCESE OF DUBUQUE. In 1960 the United Fund made possible the services of the Association for Mentally Retarded Children, Mental Health Association, Boys' Club, American Red Cross, Girl Scouts, Hillcrest Babyfold, Salvation Army, Sunshine Circle, Visiting Nurse Association, Boy Scouts, YMCA, YWCA, Arthritis and Rheumatism, Catholic Charities, Iowa Welfare Association, National Travelers' Aid Association and USO.
