TRI-COUNTY CITIZENS COMMITTEE ON ALCOHOLISM AND DRUG ABUSE. The agency was incorporated in 1975 with a founding board of directors including Msgr. Timothy GANNON. It was considered an off-shoot of the GANNON CENTER because many of the founders felt people suffering from alcoholism needed to be treated differently than those with mental illness.
In 1975 the center served 450 clients nearly all male with a staff of 13. The annual budget was $219,000. In 2009 the center treated 2,600 people with substance abuse problems, 800 at-risk youth in a school-based program, and 589 in a gambling treatment program. The center had a staff of 32 and an annual budget of $1.8 million.
