SPECIAL EDUCATION. Specially designed programs for children with specific needs. Lobbied for by the newly formed Dubuque County Association for Retarded Citizens, the DUBUQUE COMMUNITY SCHOOL DISTRICT in 1954 became Iowa's first public school system to offer a class for trainable handicapped students.
