SPECHT, Mary Ann. (Dubuque, IA- ). In February 1985 Specht became Dubuque County's first victim witness coordinator as the result of a federal grant administered by the Iowa Criminal and Juvenile Justice Planning Council. Specht's job, assisting people who had been victimized, included explaining courtroom procedures and filing restitution claims.
