RILEY, Owen. (Galena, IL,-Dubuque, IA, July 3, 1984). Riley served nearly forty years in union activities in Dubuque, retiring in 1969 as president of the General Drivers Credit Union. He was the organizing chairman of the DUBUQUE TRADES AND LABOR CONGRESS, the forerunner of the Dubuque Federation of Labor.

Riley started his labor organizing activities as the vice-president and business agent of Local 421 General Drivers and Helpers (Teamsters) in 1948. In 1969 he was elected the union president. Riley served as president of the Iowa Conference of Teamsters and was a member of the board of directors of the Iowa Credit Union League.

In addition to his union activities, Riley had been both board member and president of the Dubuque Blood Bank. He had been a member of the board of directors of the Northeast Iowa Boy Scout Council, served fourteen years on the Dubuque Planning and Zoning Commission and the Dubuque Board of Zoning Adjustment, and been a member of the Dubuque County Metropolitan Planning Commission.

He was a charter member of the DUBUQUE AREA LABOR HALL OF FAME.
