Rabe, retired from the [[DUBUQUE PACKING COMPANY]] in 1971, served as the vice-president of Local 150-A from 1959 to 1963. He played an important role in beginning the building fund for the present union office at 1111 Bluff Street.

Rabe, formerly a land surveyor for the U.S. Army Corps of Engineers, came to Dubuque to study the flooding effects of the [[ZEBULON PIKE LOCK AND DAM]]. In 1945 he joined the faculty at LORAS ACADEMY where he taught history and coached freshman football.
