PIGG, Howard
PIGG, Howard. (Colfax, IA--Portland, OR, Jan. 31, 2023). Before coming to Dubuque, Howard Pigg had taught math, coached basketball. (1) He also served as a junior high principal, senior high principal, and school superintendent in Tripoli (Iowa) Community Schools.
Dr. Pigg, was hired as the assistant superintendent of the DUBUQUE COMMUNITY SCHOOL DISTRICT around 1967. He was named acting superintendent after the resignation of Dr. Garlyn WESSEL. Dr. Pigg became superintendent effective July 1, 1977 and held the position for fifteen years. (2)
One of the greatest changes to occur during his twenty-six years with the district was the granting of collective bargaining rights to public school teachers. Contract language often found teacher representatives of the DUBUQUE EDUCATION ASSOCIATION filing grievances which often went to arbitration. As the chief administrator of the district, Dr. Pigg also had to contend with issues such as the closing of JACKSON ELEMENTARY SCHOOL, increasing use of computers in the classroom, racial tensions in the community, equity hiring and financial pressures from budget cuts by the Iowa Legislature. He was succeeded in 1992 by Diana LAM.
