O'BRIEN, Howard Francis. (Dubuque, IA-Independence, IA, Oct. 2, 1973). Highway patrolman. O'Brien, originally an employee of General Dry Battery Industries of Dubuque, became one of Iowa's first fifteen highway patrolmen.
