John O'Connor attended St. Joseph the Worker Catholic School and graduated from [[WAHLERT CATHOLIC HIGH SCHOOL]] in 1967. Intending to be an accountant, he attended Loyola University of the South and received a Bachelor of Business Administration degree in Accounting in 1971. He had by then decided to attend law school. He obtained his law degree from Creighton University in 1974 and was admitted to the Iowa Bar in 1974.

He began work at Arthur & Young in Omaha and then Indianapolis. He chose to return to Dubuque in 1976. (1) His general practice include, but was not limited to, the areas of corporate and business law, wills, probate, estate planning, taxation, trusts, contracts, and real estate. He was a Commissioned Reserve Officer in the U.S. Army reaching the rank of Captain. He has been a Certified Public Accountant since 1975. (2)
O'Connor began work at Arthur & Young in Omaha and then Indianapolis. He chose to return to Dubuque in 1976. O'Connor was a member of the Iowa State and Dubuque County Bar Associations, Iowa Society of Certified Public Accountants, and a Fellow of the American College of Trust and Estate Counsel.  He was the third generation of the O'Connor family to practice with O'Connor & Thomas, P.C., the oldest law firm in continuous practice in Iowa, joining the firm in 1976. Performing legal work ''gratis'', O'Connor helped select and convince community leaders to serve on the board of directors and solicited funds that allowed the foundation to operate. One of the founding directors of the [[COMMUNITY FOUNDATION OF GREATER DUBUQUE]], O'Connor served as chair for five years and in 2014 served as vice chair of the Foundation. He helped facilitate the merger of the Boys and Girls Clubs in 1998 and then served on the board of directors for the Boys & Girls Club of Greater Dubuque since 1982 and was a past president. O'Connor hserved on fundraising campaigns for [[CLARKE UNIVERSITY]], [[WAHLERT CATHOLIC HIGH SCHOOL]], United Way, and Stonehill Franciscan Services. (3)
