A former advisor National Police Officer Assn. of America, Kennedy became a lobbyist for the Iowa Sheriffs' Association. (1) In 1976 he was hired by the City of Dubuque to lobby for the construction of the DUBUQUE-WISCONSIN BRIDGE. (2) Along with Dennis HOULIHAN, Kennedy established the highly successful LEGISLATIVE DAYS.
In 1983 after he had moved to Des Moines, Kennedy proved instrumental in the passage of bills setting up parimutuel betting and a state lottery. (3) In 1994 he was a gambling lobbyist. (4)
