HARRIS, James H. (Keweenaw County, MI, Mar. 9, 1866--Unknown) Harris, the assistant superintendent of schools in Minneapolis, Minnesota, succeeded Franklin T. OLDT in February, 1910 as the superintendent of the public schools in Dubuque.

A graduate of the University of Michigan in 1891, Harris served as a high school principal in Bay City, Michigan in 1899. (1) He then served as superintendent of schools of Pontiac, Michigan for several years. (2) During this time, he wrote "Conditions for Effective Service" for The Journal of Education. (3) He then moved to the Orchard Lake Military Academy at Orchard Lake, Michigan. (4)
