HARMONICA BANDS. In 1937 directors of playgrounds in Dubuque were given the opportunity to have instruction in harmonica playing by the Dubuque Recreation Department. The institute was held over three days in October in the Comiskey Field Social Center.

J. W. Jeffers, Works Progress Administration (WPA) supervisor of music, led the harmonica classes. Jeffers, a graduate of the Band Masters School at Chaumout, France and a student of conducting at Lake Chautauqua, New York, had previously organized harmonica bands across Iowa.
