Frommelt served three consecutive terms as president of the DUBUQUE TRADES AND LABOR CONGRESS and was active in the credit union movement. In 1952-1953 he was secretary treasurer of Battery Workers credit union and a director of Holy Ghost credit union. He was elected to the 55th, 56th and 57th General Assemblies. He served as a member of the budget and financial control committee from 1953 to 1957 and 1959 to 1963. (3)
Elected to the senate in 1958, Frommelt was the minority floor leader in the 59th and 60th General Assemblies, the majority leader in the 61st and 62nd, and minority leader in the 63rd. (4) During his time there among his many impressive legislative accomplishments. He wrote the law repealing capital punishment in Iowa and was instrumental in legalizing liquor by the drink. (5)
