FIRSTAR. FIRSTAR was the financial successor to the DUBUQUE BUILDING AND LOAN ASSOCIATION, Dubuque Savings and Loan, and Harvest Savings Bank. Amid national concern about the financial soundness of savings and loan institutions, Dubuque Savings and Loan was rechartered a bank in August 1985, when it had assets of $180 million. In 1990 Harvest Savings Bank won the prestigious National Medal of Honor from the Financial Institutions Marketing Association for its "Dubuque is" community-oriented advertising campaign. The main office was located near Plaza 20 on Dodge Street with several branch offices in Dubuque. In 1996 Harvest Savings Bank was purchased by the Milwaukee-based Firstar Corporation.
