EXECUTIONS. The first and last episodes of capital punishment in Iowa were linked to Dubuque. On June 20,1834, Patrick O'CONNOR, a convicted murderer, became the first person to be hung in Iowa.

On March 15,1963, Victor Harry FEGUER became the last person to be hung at the Iowa State Penitentiary at Fort Madison. Feguer had been found guilt of the 1960 murder of Dubuque physician, Dr. Edward BARTELS.
