To qualify for Enterprise Zone Incentives, a company could not close or reduce operations in another part of the state, could not be a retail business, must pay at least 80% of employee medical and dental insurance plans, must create at least ten full-time jobs and maintain them for ten years, must make capital investment of at least $500,000, and pay an average of at least $9 per hour. (1)
In March 1998 the Dubuque City Council voted unanimously to ask the Iowa Department of Economic to certify SWISS VALLEY FARMS/HILLDALE DAIRY DIVISION site at 3510 Central and several adjoining properties as a second enterprise zone in the city. Swiss Valley was considering a $5.5 million expansion. (2)
