DUBUQUE CITIZEN POLICE ACADEMY. An eleven-week program, the Academy gave citizens chosen by the police department the opportunity to learn about search and seizure methods, arrest procedures, officer survival, domestic and sexual abuse laws, and internal investigations. Citizens were required to ride along with a police officer on duty and had the option of taking a firearms course. (1)

Citizens in the first session in March 1997 ranged in age from 20 to 67. The program was funded with a federal grant. (2)

In 2009 a record number of participants (14 out of 25) in the program volunteered to be pepper sprayed to comprehend the experience. (3)
