DUBUQUE CITIZENS FOR COMMUNITY IMPROVEMENT. Members of a network of community organizations throughout Iowa. Established in 1983 by Dubuque citizens who saw a need to show people how to be advocates for themselves, the organization received start-up funding from the National Campaign for Human Development. The group was later incorporated as non-profit to enable contributions to be made tax deductible.

In its literature, CCI assisted residents dependent upon Saturday bus service to represent themselves when the city manager recommended elimination of the weekend operation. The organization also assisted neighborhoods in addressing such issues as public housing, traffic problems, crime, and tenant/landlord disputes.
