DUBUQUE CARNIVAL. Held in 1899, the carnival led to the following editorial in The Herald on October 17, 1899:


            The green-eyed monster still has its claws implanted
            on the newspapers of Cedar Rapids as far as the Dubuque
            carnival is concerned. Don't feel bad, boys, because
            the Dubuque affair was better than yours. Like the
            capture of Cervera's fleet, there is enough glory to
            go around.
