DEAVER, Samuel. (Laurel, MS- ). Deaver came to Dubuque in 1977 with financial background from Des Moines, Iowa, and Nebraska City, Nebraska, where he held the position of branch manager for two savings and loans. Initially employed at HARVEST SAVINGS BANK as Savings/Marketing Manager, Deaver served as Retail Banking Division Manager from 1980 to 1985, Chief Operating Officer from 1985 to 1987 and Chief Executive Officer beginning in 1988. On August 31, 1996, after the acquisition of Harvest Bank by Firstar, Deaver announced his resignation.
In 1991 Deaver was chairman of the board for the Iowa League of Savings Institutions and a member of the Federal Affairs Policy Committee of the U.S. League of Savings Institutions. He was past chairman of the Dubuque Convention and Visitor Bureau and a member of the board of directors of the DUBUQUE AREA CHAMBER OF COMMERCE. Deaver was the general co-chairman of the $1.1 million Little Cloud Girl Scouts Council capital campaign and a former board member of the United Way.
