CLEMENS, David. (Dubuque, IA- ). Attorney. Clemens handled legal matters for the DUBUQUE RACING ASSOCIATION and served as its president. A partner in the firm of Clemens and King, he attended LORAS COLLEGE.
In March 1985, Clemens was appointed to the Iowa Department of Transportation Commission. He served as president of the DUBUQUE AREA CHAMBER OF COMMERCE and, in the early 1970s, led a drive to construct the Law Enforcement Center.
