President, Teamsters Union Local 421.  In 1991 Baker became president of Teamsters Union Local 421. He was re-elected for eight three-year terms. In 2008, Local 421 was merged into Teamsters Local 120. Baker continued serving as the elected agent and eastern Iowa director until 2012.He had previously worked as a wholesale food distributor for Continental-Hoxie Inc. from 1975 to 1976, [[DUBUQUE PACKING COMPANY]] from 1976 to 1978 and Flynn Ready-Mix Concrete Company from 1978 to 1990. He served as the union business agent in 1991.

He was inducted into the [[DUBUQUE AREA LABOR HALL OF FAME]] in 2015.
